Three Rivers Workforce Investment Board

Established by the Workforce Investment Act of 1998, Partner4Work, formerly the Three Rivers Workforce Investment Board (3RWIB), leads the public workforce development system for Pittsburgh and Allegheny County. We are a collaboration of Pittsburgh-area employers, educators, funders, labor unions, policy makers and community-based organizations which strive to bridge the gap between job seekers and companies in need of talent.

Youth workforce-related policy is a pivotal component of WIA. Through its Youth Policy Council (YPC), Partner4Work prepares youth with the skills they need to develop a world-class workforce pipeline for the Pittsburgh region. Through a consolidated and integrated youth employment network, the YPC provides youth with the 21st Century skills needed to perform at the highest caliber within the region’s premiere industries.

At its core, the YPC is charged to provide oversight, recommend the distribution of funds, and manage contracts that total more than $2.2 million in Workforce Investment Act formula funds between the City of Pittsburgh and Allegheny County. These dollars support programs which serve youth based on income eligibility and who face certain predetermined barriers to gaining employment.
