The Allegheny County Department of Human Services (DHS) and Department of Children Initiatives (DCI) have partnered to improve the access and quality of programming available to children and youth outside school hours. As a result, Allegheny County recently issued the following three Request for Proposals (RFPs) for pre-existing, new, and expanding Out-of-School Time (OST) programs and creative teen programming.

RFP for Out-of-School Time Programs

Due Date: 3 p.m. Eastern Time on Wednesday, March 2, 2022

DHS is seeking proposals for quality and accessible Out-of-School Time (OST) programs to be part of Allegheny County’s restructured OST network. Programs must offer a physically and emotionally safe place for children to go after their school day ends and during the summer and that typically offer academic assistance, supplemented with enrichment activities.

RFP for Out-of-School Time Capacity Building

Due Date: 3 p.m. Eastern Time on Wednesday, March 2, 2022

DCI is interested in funding creative proposals for Out-of-School Time (OST) capacity-building supports, including, but not limited to: start-up and operating costs to build OST slots in a community that lacks them; planning funding to support elementary and/or middle schools working in partnership with community partners to increase the number of OST opportunities in their community; and/or funding for facilities upgrades or expansions.

RFP for Teen Programming

Due Date: 3 p.m. Eastern Time on Wednesday, March 2, 2022

DHS is seeking creative programming that occurs outside of traditional school hours for school-aged teens that will help them set themselves on a positive trajectory into early adulthood. Programming must: 1) be interesting and engaging enough that teens will want to voluntarily participate in it; 2) provide a physically and emotionally safe space for teens; and 3) provide opportunities for teens to make positive connections to adults, their peers, and their community.
